Did you have a vision for how early tributes were mentored before there was a victor from their district? Like, were they just without a mentor, or were they given someone from the Capitol, or was there something different?

And is it safe to assume that, in general, the mechanism for the reaping, the training, and the games was the same since the first games? I just want to make sure that nothing I'm writing in my app for the Fourth Games Victor contradicts game canon!

I figure in the early years it wasn't quite as sophisticated. Probably the first four to five years there was someone from the Capitol who was their Escort to keep an eye on them, and honestly, probably even some sort of Security Guard assigned to them as well. As the games progressed, and Districts began to have winners, they were assigned to accompany the Tributes, probably for a sense of security and to further keep tabs on them as well as mentor them. (I would say this happened very quickly. Likely the first few years the Victors were paraded around for all the Tributes but then as time went by they were assigned to mentor only their own districts. Those without Mentors would have had an Escort, and after the first few years, to build up the spectacle, the Stylists and Prep Teams came into play.

A timeline:

Years 0 - 5 - A few Victors only, were required to come to the games every year as an example and "mentor" to the incoming Tributes. Not assigned to a District. Each district had an escort to navigate the media and the Capitol and keep them on point, along with a security detail. The training facility was in an old Capitol building.
Years 5-15 The Mentors began to be assigned to their Districts. Attendance at the annual games was required of all Victors. Stylists and Prep teams assigned to the Tributes as well as Escorts. Individual Security Details dropped in face of larger security force as the Training Tower was opened and used thereafter in Year Five.

Year 15 and On. Games largely as they are known in the books. Caesar Flickerman becomes the host of the televised games in 2015. Cladius Templesmith becomes the Game Announcer in 2022. Victor/Mentor attendance in the games is mandatory for all Districts that have two or less past Victors. Those who have more than two may attend on a rotating basis but must attend at least once every two years.

I have a question about tesserae -- is it technically possible for a family that isn't starving to put in names for it somehow and therefore also get names entered into the Reaping more times on purpose, or would the Capitol know something is up and deny it?

They could definitely take advantage of the system. I don't think the Capitol necessarily cares if they would do something like that. Most people probably wouldn't other than Careers. It might be a good way for Careers to try and increase their odds!

I have a question about the journals -- from my understanding, they're electronic and work in the same way as, say, blogs, so I was wondering specifically how strike-outs work? I know in other games with electronic journals, they represented things the character had initially written, but then deleted, and it was a way to show a character's thoughts that they may not otherwise write out, but I wanted to be sure. And if that's how they work here, does the Capitol have a record of deleted text even if it was technically never posted to the network in the first place?

They are definitely meant to be not posted and just showing thoughts that were not sent (like an unsent text or email). I realize there were a couple last night on the meme that people were able to see and I'll make a point to mention that they are deleted and therefore unseen. Also the Capitol would not be able to see them if they were never posted in the first place (unless you posted and then deleted of course.)

Question! With the stylists, will Stylist 1 be sort of the "head stylist" who gets to make the final call on designs, or will they be dividing tributes between the two of them?

They will be dividing the Tributes between them. With One getting the female and Two getting the male. However One will be seen as being the "Senior" stylist when considering themes and etc.

So what would have happened with Dido's disappearance? Would have Hawkes and the D10 team been calling somewhere and questioned? Or something like that?

I think it's reasonable to say that they were at least questioned if they knew about her whereabouts but it wouldn't have been too overt unless they had reason to think your kids were involved. Also Roan and Marius ought to talk she has something that he can help her with which is namely that she doesn't know how to use her tablet because she can't read.

And I was just going to have him ask the tributes if they're all right because he haden't seen them comment around with their tablets. Do the prep team members live on their teams floor?

I think they live at their home in the capitol but they can come and go if they want!
